Unlike the Union, the founders of the Shadow Decree have chosen to embrace the Miracles and their potential powers. This powerful organization regards the Miracles as gifts of the gods and their dangers an “unavoidable sacrifice”. Those of the Shadow stand on the side of a cause great enough to rewrite human history, or so it is believed, for which reason they must stand against the Esper Union.
Remains of ancient antiquity that mushroom from the ground and represent some higher plane beyond human knowledge. The constant divine waves emanating from Miracles have turned some people into Espers with near-magical powers. Aside from this “gift”, Miracles also produce dangerous monsters and are guarded by huge and intractable Sentinels which show no mercy to outsiders. The mystery behind the Miracles has encouraged endless explorations within.
Sonic waves produced by Miracles carrying a special form of energy. People that resonate with these waves absorb this energy, thus becoming Espers. These sonic waves can only truly resonate with a human body and project divine powers under certain conditions. Divine Waves are not only a source of divine power, but also a crucial means of further empowerment.
Human beings transformed by the effects of the Divine Waves. Espers have various “power forms”, each leaving a unique signature. An Esper was a rare and exciting find before 2025, after which the so-called “Collective Resonance” gave rise to a rapid increase in Esper numbers and brought public recognition to the phenomenon. Two main competing Esper organizations afterwards came into being - the Esper Union and the Shadow Decree.
Protecting humanity from Miramon has always been the Union’s guiding mission. Founded by a group of pioneering Espers, the Esper Union is dedicated to uncovering the mysteries behind Miracles and ridding the world of the disorders brought by both Miramon and misusers of their newfound powers. Thus, the Union and its members have formed a network of quiet guardians around the world.
